The Scottish Rite in the State of Illinois
Prior to 1881, five Supreme Councils were in existence in the United States of America among African-American Freemasons:
1. King David Supreme Council (KDSC)
2. United States Supreme Council (USSC)
3. Supreme Council for the Southern and Western Jurisdiction (SC-SWJ)
4. Supreme Council for the Southern Jurisdiction (SC-SJ)
5. King Frederick Supreme Council (KFSC)
The KDSC and KFSC consolidated in 1881 to form the United Supreme Council, AASR, PHA, Northern Jurisdiction (USC-NJ). The SC-SWJ and SC-SJ consolidated to form the United Supreme Council, AASR, PHA Southern Jurisdiction (USC-SJ). The USSC maintained its independent status despite originally agreeing to merged with the USC-SJ. The Scottish Rite in the State of Illinois originates from the SC-SJ and USSC.
Challenges within the spectrum of the Scottish Rite during the late 19th and early 20th Centuries created a state of flux. Additional Supreme Councils were created and forcing multiple shifts in fealty. By the turn of the 20th Century, Illinois had become home to multiple Supreme Councils.
Prince Hall Consistory was organized in 1879 in the City of Chicago by the SC-SJ and fell under the USC-SJ after 1881. A second Consistory, Occidental Consistory, was organized in 1889 by the USSC. They would eventually consolidate and shift fealty to the Fields Faction - Supreme Council for the Northern and Western Jurisdiction (SC-NWJ).
In 1913, Occidental performed its final declaration of fealty to the USC-NJ which was the final shift that stabilized the Scottish Rite in the Orient of Illinois as outlined by the following timeline:

Northwest Jurisdiction organized by Milton Fields who was expelled from the USC-NJ and USC-SJ

John G. Jones
Supreme Council for the Southern & Western Jurisdiction (Bogus)
John G. Jones organizes bogus Supreme Council (JGJ-SC) after 1895 election loss in USC-SJ and expulsion
Prince Hall Consistory incorporated as a subordinate Consistory under JGJ-SC by Jones
1896
Occidental Consistory
Prince Hall Consistory and Excelsior Consistory consolidate into a single Consistory (Occidental) under the SC-NWJ after the expulsion of Jones from the USC-SJ
1913
Illinois Council of Deliberation Formed
Oath of Fealty administered by Sovereign Grand Commander James F. Rickards to members of Occidental Consistory on January 22, 1913 numbering the Consistory as #28 on the rolls of the USC-NJ
Orient of Illinois under the USC-NJ PHA is organized
